Sustainable Biosolids Management
Management of biosolids (treated sewage sludge) is becoming a significant issue for Local Authorities throughout Ireland, especially with the progressive implementation of the European Union Council Directive Urban Wastewater Treatment Directive 91/271/EEC of 21 May 1991 as amended concerning urban waste water treatment.
Local Authorities face some contentious issues in this circumstance including, regulatory, technical, social, environmental and economic. For these reasons, it is important that policy makers and engineers in the local authorities, and the general public have proper information so that biosolids management programmes can be evaluated, trends identified and ways found to a sustainable biosolids management programme.
There is currently a paucity of readily available and structured information for the sustainable management of issues (regulatory, technical, social, environmental and economic) associated with biosolids management in Ireland. Sustainable developement indicators (SDIs) have emerged as tool to measure progress towards sustainable development for a number of fields including biosolids management.
OAKLIX Consulting use a suite of 22 SDIs developed and arranged according to the Driving force-Pressure-State-Impact-Response (DPSIR) indicator framework to provide needed information for decision makers and stakeholders in Local Authorities in the sustainable management of biosolids. The SDIs address all the domains of biosolids management namely, production, quality, cost, legislation and regulation, training and research, recycling and disposal.
